Can I upgrade/downgrade the specs?

For VPS hosting and web hosting, you are free to upgrade the plans at any time with almost 0 downtime (reboot is needed in KVM VPS). However downgrade is not possible as it will damage data.

As to dedicated server, please expect some downtime during upgrade / downgrade.
